Perfect tenses also have passive forms. Present perfect passive: has/have been + past participle ('The report has been finished'). Past perfect passive: had been + past participle ('The painting had been stolen').

The pattern is always 'been' + past participle; only the auxiliary (has/have/had) changes with the tense.

Continuous tenses form the passive with be + being + past participle. Present continuous passive: is/are being + participle ('A new school is being built'). Past continuous passive: was/were being + participle ('He was being interviewed').

The 'being' is the signal that the action is in progress.

To report beliefs or rumours impersonally, English uses passive reporting structures: 'It is said that...' or 'She is believed to...'.

These let you report what people generally think without naming a source — common in news and formal writing: 'He is thought to have left the country.'

    subject + is believed to + infinitive.

    'to have left' reports an earlier action.
